Technical Committee On Constitutional Amendments Winds Up Public Sittings In Five Provinces

The Technical Committee on Constitutional Amendments Thursday wound up public sittings in the first five provinces in its ongoing countrywide consultation of the people on Constitutional reforms. These are Central, North-Western, Western, Eastern and Northern provinces.
On Monday, 3rd November, 2025, the Committee moves to the last five provinces namely Southern, Copperbelt, Luapula, Muchinga and Lusaka provinces.
And Government has described as overwhelming, the public response to the constitutional amendments process, noting that thousands of submissions had been made to the Technical Committee during its just-ended public sittings in the five provinces.
“I note with delight the progress that the Technical Committee has made so far since the commencement of the countrywide public sittings on 27th October, 2025. The Committee’s strategy to conduct public sittings in five provinces at the same time is commendable and this has enhanced the pace of executing this very important process,” Justice Minister Hon. Princess Kasune said at a press briefing at her office in Lusaka on Thursday, 30th October, 2025.
She added: “Government is pleased that there has been a tremendously overwhelming response in terms of the submissions being made. Some of those who have made submissions so far include traditional leaders, civil society, students from different universities and colleges and of course members of the public. In the Provinces covered so far, what we have gathered as of this morning based on reports from last night is that they had to work late into the night to receive physical submissions. That’s how much these provinces have been overwhelmed with submissions.”
The Minister further observed that in addition to physical submissions, the Technical Committee also held virtual sittings in all the 65 districts in the five provinces during which members of the public made submissions using digital platforms, thereby widening public participation in this important national exercise.
The Technical Committee on Constitutional Amendments was appointed on 2nd October, 2025, to undertake a consultative and inclusive process of reviewing provisions of the Constitution of Zambia that may require reform. This process is intended to strengthen constitutional democracy, enhance citizen participation and ensure that the Constitution reflects the aspirations, diversity and evolving governance needs of the Zambian people.
The 25-member Technical Committee chaired by retired Supreme Court Judge Christopher Mushabati, has since embarked on countrywide public sittings, physically and virtually, to consult Zambians on constitutional amendments. According to the roadmap, the Committee is expected to finish its work and hand over its Report to the Government by 26th November, 2025.
