TCCA Concludes First Week of Constitutional Consultations in Northwestern Province

The Technical Committee on Constitutional Amendments (TCCA) has concluded the first week of public consultations in North-western Province, marking a significant milestone in Zambia’s ongoing constitutional reform process.

Day One: Traditional Leadership

On Monday, 27th October 2025, the TCCA commenced its Provincial engagement with a courtesy call on the Northwestern Provincial Administration and the region’s traditional leadership. Chiefs from all districts gathered to make submissions, and expressed deep appreciation for being prioritized in the national dialogue.

The meeting was interactive, with traditional leaders actively contributing to all the Terms of Reference (ToRs). Their participation underscored the Committee’s commitment to the principles of transparency, accountability, inclusivity, and legitimacy.

Days Two and Three: Public Participation

Hearings continued on Tuesday and Wednesday, 28th–29th October 2025, with members of the public from diverse sectors submitting their views. Stakeholders included representatives from the church, civil society organizations, political parties, students, youth groups, women’s movements, persons with disabilities, and the media.

Participants welcomed the opportunity to engage in shaping Zambia’s supreme law, submitting their contributions in written form, orally, and in local languages. To ensure no one was left behind, the TCCA provided sign language interpreters for individuals with hearing impairments.

Day Four: Hybrid Submissions

On Thursday, 30th October, the committee facilitated both physical and virtual submissions from all districts in the province. The overwhelming public response prompted the extension of hearings in other provinces to accommodate growing interest.

The submissions reflect Zambia’s linguistic diversity and inclusive spirit, with many delivered in local languages and through accessible formats for persons with disabilities.

Looking Ahead

Following the successful interactions in Northwestern Province, Central, Northern, Western, and Eastern Provinces, the TCCA now shifts its focus to Muchinga, Copperbelt, Luapula, and Southern Provinces respectively for hearing and receipt of submissions.

The TCCA’s spokesperson Dr. Lindilani Banda emphasized that the process remains open, inclusive, and people-driven, ensuring that every Zambian voice contributes to the shaping of the country’s grand norm.
