Report To Reflect All Submissions - TC Assures

The Technical Committee on Constitutional Amendments has assured the people of Luapula Province that all submissions made during the ongoing consultative process will be reflected in the final report.
Team Leader, Rabson Chongo reaffirmed the Committee’s commitment to transparency and inclusivity in collecting submissions from citizens across the country.
He said this when the Committee called on the Luapula Provincial Administration in Mansa, today.
“There are no wrong or right submissions,” Mr. Chongo said. “What we want is to capture the true feelings of the people towards the terms of reference. Our undertaking as the Technical Committee is to be faithful to their submissions and to reflect their views accurately in our report.”
Mr. Chongo expressed gratitude to the Provincial Administration for the warm welcome accorded to his team, saying the Committee felt at home in Luapula. He explained that the Committee — appointed by the President on 2nd October — comprises 25 members divided into five teams working simultaneously across the ten provinces.
He revealed that consultations have already been conducted in the first five provinces, namely: Eastern, Central, Northern, North Western and Western Provinces.
Mr. Chongo encouraged members of the public to take full advantage of the various channels available — including physical and written submissions, virtual sessions and online contributions in which they can participate in this process.
“This is a national exercise,” he added. “We urge all citizens to participate in shaping our Constitution."
Luapula Province Minister, Eng. Nason Musonda, commended the Committee for its inclusive approach and assured the team of strong participation from the province.
“We expect a huge turnout,” said Eng. Musonda. “The Constitution affects everyone — marketeers, bus drivers, church leaders, traditional leaders, and civil servants alike. This process must be inclusive, and everyone should be free to contribute.”
The Minister emphasised that no citizen should be coerced or prevented from participating, noting that such actions would contradict democratic principles.
He added that the Provincial Administration would work closely with traditional leaders, information officers, and IT personnel to ensure that the Committee’s online platforms and submission links reach all corners of the province.
“We will use community networks, including WhatsApp groups, to share the online submission platforms so that every voice is heard,” he said.
