Government Announces Terms of Reference for Technical Committee on Constitutional Amendments

20th October, 2025 – The Government of the Republic of Zambia has officially released the Terms of Reference for the Technical Committee on Constitutional Amendments, outlining the scope and mandate for reviewing key provisions of the Constitution of Zambia.

Key Areas of Focus

The Technical Committee has been tasked with consulting Zambians and receiving submissions on several critical constitutional areas:

Electoral System Reforms

  • Delimitation and delineation of Constituencies and Wards to ensure balanced representation
  • Enhanced participation of Women, Youths, and persons with disabilities in governance
  • By-elections and their cost implications
  • Number of nominated Members of Parliament
  • Fresh nominations after candidate resignations
  • Transitional mechanisms for terms of office

Governance Matters

  • Term of Members of Parliament and Ministers
  • Hearing of Presidential, Parliamentary, and local government election petitions
  • Composition and tenure of local government officials
  • Definitions of Youth, Child, and Adult
  • Tenure and qualifications of Constitutional Office holders (Attorney General, Solicitor General, Secretary to the Cabinet)
