This process belongs to all of us as Zambians. These questions and answers are here to guide you, whether you are a young person, an elder, a parent, a student, a farmer, or living with a disability. Every voice counts. If you find it easier to write in English, you can. If you are more comfortable speaking in your local language, support will be available at district and provincial centres to help you put your views in writing. What matters most is that your voice is included in shaping our Constitution.

Who can make a submission?
Every Zambian has the right to take part in this process. Submissions are welcome from: • Individuals of all age groups (below 18 years, 18–25 years, 26–35 years, 36–45 years, 46–55 years, and above 55 years). • Men, women, young people, children, persons with disabilities, and older persons. • Civil society organisations, professional associations, trade unions, schools, universities, political parties, churches, mosques, traditional leaders, community-based groups, and businesses. For those below 18 years, participation is encouraged with the support and consent of parents, guardians, teachers, or community facilitators, so that children's voices are heard safely and in a child-friendly way.
What can I include in my submission?
Submissions should focus on constitutional matters. This may include: • Specific comments on provisions or issues listed in the Terms of Reference (ToRs). • General comments on other constitutional provisions where you believe improvements, clarifications, or reforms are needed. This process is designed to ensure that all contributions are connected to the Constitution and its role in guiding governance and protecting rights.
Do I need to write in English?
Not necessarily. You may write in your local language or in English if you are fluent. • Physical submissions can be made in local languages, and support will be available at district and provincial centres to help record your views. • Email submissions should however be in English, as this makes it easier to process and capture your document.
How do I make a submission?
Click on "Make Your Submission." You can either: • Fill in the online form, or • Download the official template, fill it in, and email it to submission@constitution.gov.zm (Word or PDF only), or • Deliver a physical copy at designated centres in your district or province.
Will my submission be made public?
Your submission will be kept private, and personal details will not be published. However, summaries of issues raised may be shared to reflect the key themes and views from citizens.
How will my submission be used?
You can submit on as many issues as you wish, provided they relate to the specific Terms of Reference (ToRs) or any other constitutional matters connected to the ToRs.
How many topics can I address in my submission?
Yes, you may submit multiple times if you have different views or additional comments on various constitutional matters. Each submission will be treated separately.
What is the deadline for submissions?
Submissions must be received before the official closing date announced on this website and through public notices. Late submissions will not be accepted.
What if I do not have internet access or cannot write?
• You may go to a district or provincial centre, where staff will assist you. • You may express your views in a local language, and officers will help put them in writing. • This process is designed to ensure that no one is left out, whether you live in rural or urban areas, or whether you are computer literate or not.
